Summary: General 'Chappy' Sinclair starts a school for young offenders. Whilst in training the youngsters discover a group of Air Force officers moving canisters containing toxic substances. So enraged by the potential dangers, the youngsters decide to take action.
This time out, Lou Gossett Jr., reprising his role as a retired Air Force General, hires a former fighter pilot to help him run his school. An airborne mishap uncovers a diabolical plot to attack Cuba, and Chappy and the kids roar into action.
