Summary: Some international criminals steal a Secret Defence microchip but get arrested and thrown into jail. In the same jail are a couple of dim-wits, Slick and Carny, who are about to be released. The criminals decide to slip the chip into Carny's food in order to smuggle it out but the bowls get mixed. On their release Miss Clorine has the task of getting the chip back for the criminals..
